TORTUGA ISLAND

Tortuga Island, Haiti, 1993 On the island of Tortuga, North of Haiti, each family builds a boat, with the hope of fleeing to the United States. In the 17th century, Tortuga was legendary as a haven for Caribbean pirates. Between 1972 and 1981, the United States Immigration and Naturalization Service (INS) reported more than 55000 Haitian "boat people" arrived in Florida.
